If you mean the org.eclipse.sapphire.osgi.fragment fragment, it is the fragment of the
org.eclipse.sapphire.modeling plugin.
I suppose, this way, the Sapphire framework exposes its extensions to OSGi.
Not sure why that was done this way since the plugin and the fragment are within the same
component.
