Deleting the archive and rebuilding it updates the
actual jar file correctly. However, the publishing
engine thinks the jar has not changed, when it has,
and therefore does not push it to the server.

I've tried again and it works fine now. Doing a
full build archive is picking up changes :(.

I was refering to resources outside the src folder, but
I can't replicate it.
The other day had a similar issue in which a changed
deployable project archive was considered not to have
changed and hence was not deployed. I had to remove
the project archive from the server and add it again.
Bottom line: I can't pinpoint any of this behaivours right
now. I'll keep you posted once I have something more
concrete.
