Hi Patrick,
the option for selecting existed resource bundles exists. Drop-down list is populated with
the bundles that are registered on the web page or in the faces-config file. If the
resource hasn't been defined neither on the web page nor in the faces-config file it
wouldn't appear in the list. In this case checkbox "create a new properties
file" gets automatically enabled. And it is expected behaviour to my mind. On the
other hand, when no resource bundles are found we shouldn't allow user to edit
anything in the bottom of the first page as it's pointless. Nevertheless when
resource's file is found it will be selected in the drop-down list, the next field
will contain its path, and in the table you will see all the keys and values of this
file.
So concerning your situation I can assume that there are no registered resource bundles in
your project. Could please describe your environment in details?
In addition we do not have the functionality to populate drop-down list with any suitable
*.properties file which is in the project. I recon we could add this feature though
it's depends on the importance. Thus if you have any suggestion or remarks you can put
them to new issues regarding the dialog. Thank you for your exploring it.

It's will be convinient to have JBoss Externalize string wizard from web page.
It's allow user inter message directly on page and then in couple click move this
messages to properties file and replace on page by prop keys.
