the openshift-java-client library has these methods, it offers #start, #stop, #restart.
Currently there's only a command and handlers to restart an application since that
would cover the most critical piece where one's application is idle'd. To have
start and stop available we'd add command and handlers. Furthermore I guess that we
should wire up with the default actions in the server adapter, not replicate those in the
OpenShift submenu.

The OpenShift Console view should contain controls for application start|stop|restart to
match the functionality of the CLI. Currently, if you select Window->Show
View->Others->OpenShift Express Console, then login in and select an application.
The right-click menu doesn't have start|stop|restart so users have to either install
the rhc client tools or ssh onto the OpenShift host gear.
