In general it seems that any exception or status object returned by InternalURLTransport.download(etc) is displayed as an error dialog by the download-runtimes logic. So if your usecase isn't showing such an error dialog, the error must be occurring at a different time or for a different reason. But i can't imagine what those reasons are, and my traces through aren't providing any more information or obvious locations where errors are being ignored.
