-Plocal.site (and -Dlocal.site) are used to point at a locally-built TP. Of course the
same can be done w/ settings.xml and mirroring... so maybe we don't need this anymore,
but *we would need to document the new way* to build a TP locally (or wget and unzip one)
and then reference it via personal settings.xml file.
So... if you want to remove local.site in trunk and update the 'how to build' wiki
docs, by all means.
