runtime-server separation is a WTP thing.
It is used for allowing a server instance to have different runtime "setups".
This might become relevant to seperate Portal, ESB and "plain"-EAP going forward
but not sure we want it yet.

If you create a runtime with a different JDK to default workspace one,
when you then create a new server instance, the JRE chosen for its
launch configuration should point to the chosen one, not the workspace
default.
One a more global thing, we need to simplify all this. Runtime/Server
means the same to me, they're just one entity.
