$ java -version
openjdk version "9.0.4"
OpenJDK Runtime Environment (build 9.0.4+11)

Switching to OpenJDK 11.0.3 the issue no longer happens. A different dialogue appears
(unrelated because it reports conflicting plugin dependencies). The expected dialogue with
"Available updates" appears.
Both JVM point to the same cacerts file on my system. /etc/pki/java/cacerts
was (Author: whitingjr):

Trying the update site in JBDS I am seeing a handshake error. Presumably SSL handshake.
