Not sure I understand what you man here; those who uses our plugins from SVN are not using our actual releases. It is the users of our *released* software I'm caring about here. But anyway, since this file has no purpose in the future besides to work as the initial empty default we should be fine. How about we rename it to empty-vpe-templates-auto.xml to make the name and purpose clear and avoid any collisions in the future with the actual vpe-templates.xml in users current plugin dir and future workspaces ?

It's saved changes in jboss tools instalation, that isn't correct. It's shoud save user templates in workspace metadata folder. Compatibility with old save mechanizm should be keeped too.
