Yes, "register web context in server" option register and deploy Struts and JSF
projects in to server. With ear project it deploy not all ear project but JSF part (which
shown in Web Project View).

Well it is completely ok to deploy just the war project independent of an ear project (but
yes - very seldom so maybe we could detect and warn again it)
In any case having a completely different name for the exact same thing (Register Web
Context in Server vs. "Run as..." and "Debug as...") makes me think we
should remove this old menu item and provide the standard functionallity instead.
