As a follow up of JBIDE-9295, We should bump the m2eclipse requirements to use m2e 1.0 and
m2e-wtp 0.13.x
It seems update/ requirements are different between branch 3.2.x and trunk, so I'm a
bit confused on how it's supposed to be done.
Basically, we want to use the same m2eclipse updat/requirements in those 2 branches.
