You can create multiple top levels. Here's how.
Create one jar, as you want. (call it Top1.jar)
Create a second. Destination is set to Top1.jar, but you want this one to be Top2.jar,
and a top level jar.
Click "workspace" and select a new location. As you can see, the possible
locations are project / folders, or other packages. Pick a project folder, and it is now a
top level jar. Destination will no longer be Top1.jar, but rather POJP

when selecting a project or resource the view states: "No packages have been defined
for this project: ..." it would be better if it stated *which* project it talks
about.
