JBIDE-16345 is a general feature for all palettes: Any tag dropped from palette view can
be placed only between tags. So tag insertion won't break the document structure.
JBIDE-16321 is JQM specific issue based on JBIDE-16345. For example you cannot drop
<div data-role="page"> inside another page widget.
JBIDE-16345 should be a separate issue rather than a sub-task of JBIDE-16321.

1. Insert elements from Palette to the Editor by setting text cursor or selecting text in
the Editor then pressing on Palette Item
