I should take a step back. The root problem is that NONE should mean that every VDB maintains it's own materialization. It seems like we did not fully implement that concept. So what's being talked about here include:
1. Implement NONE
2. Address an inherent issue with SCHEMA sharing - namely that it is not compatible with VDB sharing / well encapsulated.
3. Try to simplify the settings, by effectively removing the notion of NONE and automatically use the notion of SCHEMA sharing for importing vdbs. This has a couple of issues - namely that if the user isn't explicitly aware that schema sharing is a possibility then there could be collisions, but that's really the same problem as #2

You mean actually modify the scope to be "SCHEMA" in this case automatically, irrespective of defined scope on the view?

It's an error in our logic, but not necessarily on the part of the person who created the base vdb. This validation will just force someone to go back and change the base vdb - and since there is only one value for the setting that will work correctly we should just assume it to begin with. Perhaps it would be best to not have an explicit/default NONE.
The situation that won't work is having the sharing set to VDB in an imported vdb.

In the managed case I saw that, when server hits with this error, it never updates the materialized view, because it can not get the status of materialized view. So, I thought it is appropriate to be categorized as an error.

Are you sure this should be an error? It seems like it would be a warning and then have the planner skip the materialization handling if it's not shared.
