Resolution: Done
Changed the logic to not perform tokenization and added backwards compatibility with a
check at load time in the metadata repository (and moved the other validations on the
metadata validator)

Rather than relying on splitting queries by a delimiter, we should expect them to be
wrapped in a procedure block:
begin
...
end
We'll need to introduce backwards compatibility so that older style statements still
work.
