Resolution: Done
The core of the issue was that we were not reporting integral_datetime at init time. That
has been added along with time and timestamp binary handling.
This seems to allow basic connectivity, but I do see that the driver is not able to do
type conversion - if you use something like GetString on a timestamp it will complain.
Since GetTimeStamp works fine we can look at that later if needed.
Add support for the latest Npgsql version

Teiid PostgreSQL emulation can't be accessed with the latest version of Npgsql. It
would be a desirable feature.
