This would likely be expressed as part of the make_dep/make_ind hints. This is nice to
have, but not a high priority. In cost scenarios (none-hint), there is already back-off
logic to help prevent runaway queries and you can always use a hint to force specific
behavior.
When this is worked other parameters could be considered for the hint, such as the ability
to override the translator value for max in predicates.
Add a limit to the number of dependent queries that can be issued.

There should be a mechanism to limit the number of dependent join queries generated.
Ideally this should apply to both cost and hint based dependent joins.
