[~shawkins] As I remember "UseDeclareFetch=1" will do automatic cursor based
walking of the results, but did not see any transaction wrapping before. It may be correct
that Teiid ignored the transaction calls in earlier versions. Is there a reason why there
is transaction wrapping?
When UseDelcareFetch=0 or not available, the odbc driver (used to) download all the rows
before returning the first row back to the user.
send results proactively under a cursor as it looks like the ODBC
client requires a transaction.

Currently when querying large resultsets with ODBC the results are not sent as soon as
the batch is logically available (like we do for JDBC)
