What is reason for this with file based deployment. I user has already named as
"MyVDB.vdb", they want the name as "MyVDB.vdb". The version is defined
by the user inside the VDB file. Teiid will have recommended guide lines to name the VDB,
but no real requirement to mandate the name change on deploy. The same not is true for URL
based deployment of the VDB, where the name of the VDB file is unknown.
Also, in order to do this JOPR needs to load the VDB.xml file inside the VDB to determine
the version. IMO, we do not want this kind intelligence spill into console application. In
the URL situation we need to *ask* the user for the name and version, than software
figuring out. Call this as "deployment" name, not "vdb" name. As they
both are separate.

Need to add a configuration to the file based deployment of vdbs that contains version.
From this the vdb file name should be derived. For example, if I deploy a vdb called
MyVDB.vdb with a version of 3, the derived file name would be MyVDB.3.vdb.
