Michelle, this feature request was rejected. It happens after adding syncronized windows to avoid misunderstanding(which windows is synchronized, which not).
Now 'open in new window' opens in current window. But this point will be removed from browser menu.

This is failing only because of the org.eclipse.birt.chart.integration.wtp.feature.group . If we remove this feature from our TP, everything is fine. Is this really a feature we want in our Target Platform, maybe it can just be wiped out.
