As far as I know, JBDS8 will still require JRE6 only ([~maxandersen] confirm?); however, if this is what the user is running on, then Forge and dependent plugins will not be activated.
This does not affect the user's ability to create a JDK6 target platform for generated projects. It is only a Forge runtime requirement.
