[~nickboldt] and [~jpeterka] let me know how you want to do the permissions for this repo and I can set that up.
Right now only Build team has push access to it.
Should I add "Integration-tests" team to it too ?
Also, [~jpeterka] you should get the old location deleted and the jobs updated to use this new location.

[~nickboldt] With internet connection it fetches everything and completes nicely. When I force it to run offline it's the same old story, but I sort of expected that when I saw it downloading dependencies.

OK, yes, that would explain it. But your paths to runtime_locations.properties are not exactly correct, right? There must be * somewhere in there - meaning it will try to search in all the directories up from $ECLIPSE_HOME.
In my case I have this kind of directory tree:
