[~dgolovin] in your step 3 LICENCE file, "©2004-2015 JBoss by Red Hat" should be "©2004-2016 Red Hat, Inc.". I agree w/ Richard: why do we need Yet Another License File when we have one in each feature already?
Sources are already public. For example: https://developers.redhat.com/download-manager/file/jboss-devstudio-9.0.0...
Surely the EULA is good enough for users USING the installer, and the existing licenses peppered throughout .java and feature and manifest files work for those READING the sources directly.
BTW, my PRs replace LGPL with EPL; we don't actually have anything in JBDS which is GPL'd.

How do we apply EPL license to jbdevstudio-product/installer?
I sugest we do the following:
1. Keep original copyright headers with ASL v2 in jbdevstudio-product/installer files;
2. Add EPL copyryight headers similar to one posted below to all files without any coopyright/license notice;

@max, I'm just basing my questions on the initial problem statement, which reads, "For the Developer Platform to be able to bundle JBDS, it needs to be licensed as ASLv2 or EPL and not GPL"
So, if the issue is that we need to stop using *GPL*, but that LGPL, ASL, and EPL are OK, then my PRs should be all we need to do for the installer.

I would also fix the licenses on central/plugins/org.jboss.tools.central.themes, since GPL is not allowed.
Re: EULA, I just thought since we're trying to show the license of the installer is primarily EPL, maybe we should update that text to mention EPL rather than LGPLv2.1. But if there's no need, then there's no need.
