For the Developer Platform to be able to bundle JBDS, it needs to be licensed as ASLv2 or EPL and not GPL

2. Birosoft Liquid Look and Feel

You do realize fedora and rhel installations are under GPL but both fedora and rhel contains tons of packages that are not GPL ?

We are not relicensing stuff we didn't make nor don't have copyrights over.
izpackpanels' are still ASL if we derived them from ASL content.
We already had it under GPL with bits in it not being under GPL. This is no different than from the current situation.
I don't follow what @nickboldt is referring to about EULA. An EULA is not expected to mention every type of license under it.
