This composite allows consumers to provide a password if they want. Not all consumers will want to display this composite at all times, though, as sometimes it's better to prompt the user when the actual action is occurring. For the download runtimes usecase, though, it's better to provide the password text.
Pre-existing behavior was very non-intuitive and even jarring for the users, because a prompt came up when the user selected the runtime to download, before the page composite had completely loaded.
