"Prevent access to the command prompt" group policy is enabled for me. I can install softwares that do not require access to command prompt. I tried powershell (run as admin) and launched the installer still it gets stuck. Alternate is of course to use Eclipse, I can install eclipse and from marketplace can install JBDS plugin.

Should we consider moving to https://plugins.jenkins.io/jacoco for all our code coverage in Jenkins needs?
Jenkins JaCoCo plugin v2.2.1 is available -- I've installed it on dev-platform CCI Jenkins.
meanwhile, I see our JaCoCo config comes from two places:
* https://github.com/jbosstools/jbosstools-build-ci/tree/master/jacoco
* https://github.com/jbosstools/jbosstools-build/blob/master/parent/pom.xml...
So... do you just want the parent pom to reference jacoco.version = 0.8.2 when profile jdk11 is enabled?
