There is no Tycho 0.13 available yet, but I have committed a change to switch from
org.sonatype.tycho:tycho-maven-plugin:0.10.0 to
org.eclipse.tycho:tycho-maven-plugin:0.12.0 (new groupid!) with option to run LOCALLY
against latest 0.13.0-SNAPSHOT:

mvn install -DtychoVersion=0.13.0-SNAPSHOT

move to tycho 0.13 for JBT and JBDS builds
