If you won't change the description then at least fix the plural error "This
parameters" should be "These parameters" or even better "These
settings" since parameters is not the right word for these.

Page Design Options dialog is titled "References to resources"
Changing the title to Page Design Options would be good, but changing the description to
something like:
"Here you can configure how Visual Page Editor resolves it references to resources
(files, stylesheets, images etc.) when it generates the preview"
Makes it more explicit IMO
