Attaching two images:
JBIDE-18513_remote_rse.png is how the third page appears if the user has selected remote +
rse WITHOUT checking externally managed. This is also the way the screen has appeared in
the past if the user selected remote + rse (since the externally-managed checkbox was not
present at that time).
The second image, JBIDE-18513_remote_rse_external is how the third page appears if the
user selects remote + rse and also checks "externally-managed".
The key difference on page 3 here is that there are no error messages now in this specific
instance, and the 'finish' is available as an option. In the past, the user was
required to fill the server home with garbage data in order to successfully complete the
wizard.

We removed the need for having access to local runtime when using a remote server but we
still require additional access to the remote runtime (via ssh or similar) even though our
server should be able to deploy to a server that is running in management mode +
externally managed.
