This is also the way the screen has appeared in the past if the user selected remote + rse (since the externally-managed checkbox was not present at that time). The second image, JBIDE-18513_remote_rse_external is how the third page appears if the user selects remote + rse and also checks "externally-managed". The key difference on page 3 here is that there are no error messages now in this specific instance, and the 'finish' is available as an option.
