ProjectRuntimeClasspathProvider doesn't provide portlet libraries, but responds that
it provides them.
The patch is that this provider responds as not capable of providing portlet libraries.
We won't get double libraries. "Library provided by Target Runtime"
won't appear on any portlet page as an available library provider.

The problem is in the ProjectRuntimeClasspathProvider.getClasspathEntries() method that
returns libraries for every facet.
