"Add" button was added, edit dialog was updated. But not finished yet.
One more issue concerning this Preferences Page:
Command buttons use common model's buttons bar. As other VPE preferences it should be
separated from the model for convenience and easy access. So it's one more tast to be
done.

"Add" button should be added to existed "Edit" and "Remove"
buttons.
Now it's possible to add new template for unknown tags only via VPE context menu.
Having all three buttons on the one page is very convenient.
Also "Global EL Expressions" preferences page has such a behavior.
