The JBIDE-17445 solves this in a more intuitive way.
iOS Simulator Run Configuration: "Retina" should be grayed
(and checked) if iOS higher than 6.1 is selected for "iphone" device family

For iPhone, iOS 7.0 and 7.1 doesn't support non-retina devices. There is no way user
could get non-retina iPhone simulator with iOS higher than 6.1.
