Afaik we have zero need for a JDK to run JBDS even the server does not require it.
I believe the only thing that might prefer it is m2eclipse, but not sure about that
either.
And it has nothing to do with exit code=13.
So afaics this problem is not present if using universal installer, correct ?

On Windows & Linux,Java is often just a JRE - installed for other reasons - in some
cases the end-user has not ever installed a JDK or does not remember where it is
installed. The installer should block until it finds or is provided a proper JDK.
