The same behavior was noticed during changing options on Visual Page Editor preference
page:
when you are on the Source tab and after changing preferences Visal Pane will appear.

After closing Selection Bar on Source Pane of the VPE Visual Pane appeared but Selection
Bar should have been simply dissapeared after closing it.
Steps to reproduce:
1) Open VPE
2) Switch to the Source Tab
3) Close Selection Bar
4) Visual Pane has been appeared.
