There is not a standard for eclipse toolbars in Editors.....but yes, it feels like much
wasted space.
in hibernate query editor I also put it horizontal - why doesnt that work for VPE ?

This is just an idea I got after using the horizontal/vertical toggle button.
Wouldn't it make more sense to keep the toolbar fixed in a fixed position than move
around ?
