The new feature is that we will now allow this use case. OK, Rob now fixed one bug in the
PR, so it's better. So I guess we can include it.
But it would be much nicer to spend more time on this and do it properly, but there's
no time for this if we want it in 4.2.1. By doing it properly I mean for example creating
a new profile (as suggested by Rob), that will be exactly this use case - no runtime - and
with this new profile, the user won't even be shown the RSE page in the dialog.
But ok, if you think it's worth having the current fix, then we can have it.

We removed the need for having access to local runtime when using a remote server but we
still require additional access to the remote runtime (via ssh or similar) even though our
server should be able to deploy to a server that is running in management mode +
externally managed.
