In Eclipse Helios, there's a new view - the Annotation Properties view - which though focused on JAXB & JAX-WS annotations currently provides some extensions to be able to provide any additional Java annotations to the user. The integration with this view is almost trivial. There are two extensions - one for defining the category and one for the annotations in the category. All you have to do is make sure that the annotation classes referenced are available on the classpath in the plug-in implementing the extensions.
