Let's move to a single hudson-settings.xml file and put mirrors based on URLs
instead.
The hudson-settings.xml is coupled with Target-platforms only. Using URLs removes need for
several hudson-settings.xml. Instead, let's put all mirroring in hudson-settings.xml.

Starting from 0.16, Tycho will support mirrors for repositories in .target files.
We should use them for our performance optimization, and replace profiles and so on by
configuration of settings.xml.
