A plugin can depend on the as.core plugin and doesn't depend on *as7x plugins. When
installing such a plugin, it will install the as.core plugin, but won't install *as7x*
plugin. The user will be able to add AS 7.x server, but won't be able to work with it.
The problem is that the as.core plugin declares AS 7 server/runtimes, but can't use
them without *as7x plugin.
Since the as.core plugin doesn't require *as7 plugins, every plugin that adds the
as.core plugin, must also add *as7x plugins.
The problem happens in runtime no matter if those dependencies are necessary for
compilation or not.
Installation of central only installs part of astools, servers cannot

When trying to start JBoss AS server, the server is started correctly, but IDE won't
recognize that it's already started (job "Starting <server name>"
won't end).
