I face this same issue using the universal binary install without EAP. I installed JBDS
by right mouse clicking on the binary download JAR in finder and opening it with the
"Jar Launcher App". During install, on the "Select Java VM" page
(step 4) I used "Default Java VM".

The JVM shared library "/Library/Internet
Plug-Ins/JavaAppletPlugin.plugin/Contents/Home/bin/../lib/server/libjvm.dylib"
does not contain the JNI_CreateJavaVM symbol.
This prevents it from starting.
