I disagree (assuming I understand the usage ;)
portlet-api.jar is something that will change over time and how is that supposed to be
maintained by users ?
It should be done by external runtimes/dependency-management; not by us having a static
.jar inside some plugin.

Now, the portlet plugin uses libraries from the portletbridge distribution.
Dependent libraries are copied from the RichFacesPortlet.war example.
The portlet-api.jar library is still in the portlet.core plugin.
