It appears that the structureRef on some ItemDefinition elements is being changed from a QName (e.g. ans0:policyQuoteReply) to a relative URI (../schema/policyQuote.xsd#/). This problem was previously occurring when the BPMN2 model had default namespace definitions on child elements, but this new 'before' model now has all explicit namespace declarations at the top level.
