The intention is to allow developers to more easily change the license headers in the
files of a project. For example, we recently had to change the license headers in the
Seam Project from GPL to ASL. This request has nothing to do with developing JBT itself.
I don't know which plugin Lincoln had in mind, but here are two that came up in a
quick search:

Would be nice to have an integrated plugin in JBoss tools to do licensing so that we
don't always have to go out and get a separate plugin just to change the license on
all files :) Just an idea.
