[~rob.stryker], yes, I can reproduce this. I assume by "via the button in a New
Project wizard" Michelle means an archetype from Central. E.g. click HTML5 project
from Central. It will require a server, you can click Download & Install to download
it (yes, that seems like yet another path to get there). Using this way, I can enter any
credentials at all and it will let me move on to the license page.
