max is actually not so happy about us turning the build back to enabled again. He's
basically thinks that it's not ideal to have an artifact in our update site that is
only installable if you add the 3rd party update site / install the 3rd party plugin in a
prior step (as stated here for quite a time now:

I still guess that we are not allowed to redistribute. The terms did not change and
explicitly state that we are not allowed to duplicate/copy the plugins
(http://code.google.com/eclipse/terms.html 5.3).
