between step 2 to 3 did you shut down the iOS simulator. At the moment we reuse the
existing instance which is probably the reason for the behaviour you are seeing.

When user changes iOS sdk for iOS simulator run configuration, it does get applied
internally (it uses the selected SDK for compilation), but when the user opens the Run
Configurations dialog, it shows iOS 6.1 SDK.
