May be better to have Labels "Tag Libraries Descriptions" and "Tag
Libraries Definitions". Also it's important to have API for accessing from visual
part to obtain a list of this tag libraries and information about it(jar file location
where this taglib placed). Taglib can be defined without description tld file.
