That could be L&F related issue. Installer uses custom L&F that seems do not
understand DPI settings on windows.

I just tried to install JBDS on Windows 10 machine with 4K resolution. It's set to
250% scaling factor and the installer UI is still tiny.
Looks like this:

Edit: Apparently some of the text does scale, so it doesn't even fit in the window
sometimes.
