ide.properties really requires a fully static shared URL (or we need to update code on
every milestone).
But so far, we update earlyaccess and central only when we stage or release a new version.
Do you think it is possible that one day, we publish newer discovery catalogs
independently of a release? IMO, the simple fact that we want QE on it shows that this
will most likely forever be joint releases, so that there is no gain in making those
discovery sites too independent.

the Central discovery plugin for JBDS is points to this URL:
<site>/central/core/
and for Early Access discovery:
<site>/central/earlyaccess/
However, Max has suggested that we simplify the first, and change the second.
I believe he wants something like this:
