Github does not provide a build of PR - this is meant to be used by our new build server
to run builds for PR's and post link to updatesite and hopefully also test results.
About requirements - good point about them being used from multiple streams.
I just wish we could find a better way to keep track of which requirements are actually
used and which are just temporary intermediate used ones so we can clean them up/reclaim
disk space. Any suggestions ?
I do still think it makes sense to have *a* requirements folder under the matching release
so relative urls can be used and can make it easier to move/copy from the different stages
of deployments. wdyt ?

This would remove the idea of the composite staging site [1] and the composite install
job [2], today used to determine when it's time to run the aggregate builds, in
favour of a new p2diff mechanism for determining if aggregates should be published. See
JBIDE-18742 and JBIDE-16970.
